No it's bracket style, it doesn't get reseeded every round. So the winner of 1 vs 9 fights the winner of 4 vs 5, and the winner of 3 vs 6 fights the winner of 2 vs 7. Which comes out as 9 vs 4 & 2 vs 3.

It's set up like every bracket I've ever seen in history. I don't know what your deal is.
