Special Recruits have been taken back to coming out extremely rare. There are a few masters out there and a decent number that have generated over the past couple days. I'm using the live game as a bit of an extension with testing some of these builds so we'll see how this goes with some of the major stat pumped fighters. But the rate of which they come out currently and going forward is extremely rare.
