How does waiver work if you are above cap? Do you still get a chance to make moves to clear space and claim someone? Asking for a friend.

The waiver wire is not active now.Alliances are free to add anyone as long as moves are made to get under the cap of they are over 10.

The wire will be reactivated at some point in the future.
