It's VERY rare to draft a fighter w/ over 2.5 in any one skill. So every fighter you see was trained up to that point. You'll want to take the 2 fighters w/ the highest in the stat you want to train in, and keep training them with each other back and forth. You'll get a few of the "Did not improve" messages, but eventually they'll improve. Be aware that some fighters learn/train better then others.
Equipment. Under the "My Links" section at the left of your screen you'll see the equipment tab. Better equipment will speed up the training process. A guy will improve with another fighter with greater of equal stats.
